The Courier of Montgomery County reports that to help address current water and wastewater issues west of Conroe, the city has approved the purchase of the water-related subsidiaries of Mid-South Electric Cooperative Association.
The council, following an executive session, agreed unanimously to move ahead with offering documents and financing. To fund the purchase, the city will sell water and sewer bonds. The price of the purchase was unavailable.
Mid-South officials were not immediately available for comment.
City Administrator David Willard commented, “The opportunity to purchase a water and wastewater system of this quality proportion does not come along very often.”
Willard said the buyout will improve service to current customers and help with water and wastewater demands in the future.
A breakdown of the purchase includes 22 water wells, 212 miles of water lines, eight wholesale contracts, three wastewater plants, 232 commercial customers and more than 8,000 non-commercial customers.
Negotiations with the company were authorized in October of 2025 to include City Administrator Gary Scott and Deputy City Administrator Nancy Mikeska.
When the city ended its building moratorium due to lack of water infrastructure on the city’s north side, negotiations began two months later. There was a 120-day moratorium on all new commercial and residential development on the north side. It had been approved in August of 2024 and extended that December.
